"All Blue" achievement missing a country

Description​

"All Blue" achievement states "As Portugal, all Europe is owned by you or blue EU countries that exist in 1444". In game exists list of countries which counts to the achievement, but this list lack Romania which is blue country and Wallachia or Moldavia exists in 1444 starting date. Brandenburg or Teutonic Order are not blue but can form Prussia which counts to the achievement, so why not a Romania?
