From my experience, AI Germany steamrolling AI SOV (and OP AI Germany in general) is a problem in every mod based on World in Flames/Edge of Darkness. Including this one.

So, I like to nerf Germany a bit in their Germany.inc file (less techs, less IC through peacetime and wartime modifier, a bit less manpower) and it usually helps. It's a quick "bandaid" and "crude" way of fixing the problem though, so one day someone would need to balance the mod in a more clever (and time consuming) way.
Thanks for the tip. I'll try that out. I usually give SU blueprints of techs I've already researched, especially the industrial ones, but since I usually play as minor and regional powers, I can only help so much. I need to learn to modify the game so they start off with a bunch of blueprints.
