I have tried to reload without the expansions and updates. I have all the other colors and such in the game but every flag is black at the load screen and in game. I am running windows 7 now so I was wondering if that was the problem. Any help would be appreciated. Thanks!

It is. Right-click on the game's desktop icon and select the options to run as Admin user, and to disable desktop composition. If that doesn't help, go into the game's /gfx/flags/ directory and delete the two flagfiles.* files.

Thank you so much. I dont see the option for the desktop composition though. where do I find that?
Right-click on the game's desktop icon, select properties, click on the Compatibility tab.
