All my flags are mixed up

Hey, after starting up CK2 with Jade Dragon installed, I found all my flags were mixed up, most notably with Hungary apparently having the flag of the Duchy of Normandy, or Byzantium having some flag I don't even recognize. It is worth noting that it appears SOME flags are fine, as seen with the papal state.

I've tried deleting the flags folder in MyDocuments as I've read all over the internet, but doing so results in steam not re-generating the flagfiles_0 through flagfiles_3 files, and thus resulting in a crash on startup.

I've tried a clean install, same files not there. I kept a copy of those files and re-added them, and I got the same result, as seen in the picture.

I've also verified the game files through every step of this process and it always comes back successful, even when these apparently critical files are missing.

I'm honestly at my wit's end, and debating just playing with weird and wacky flags since I can't seem to fix this.

Do you have Avast! AV app, by any chance? It's starting to look like that causes this problem, two other cases so far.

I do use Avast! as my antivirus software.

I've resolved the problem. After you suggested Avast! was the problem, I turned it off and tried deleting the flag cache and restarting. All files were successfully generated and the game loaded, with all flags properly returned to their rightful places. Thank you for your help!
