None of my paradox games will launch correctly. I have included two files, a DXDIAG and an image taken from task manager that shows what happens when I launch a paradox game, the game in question launches somewhat, and is stuck at a random value of memory usage indefinitely. The game must be terminated in task manager or steam will insist I am still playing it.

I have done the following
  • Reinstalled all .net frameworks, C++ and redist packages, and all relevant directX packages.
  • Performed clean reinstalls of all games including the documents and appdata directories.
  • Rolled back to previous patches, verified game files.
  • Ran in compatibility mode for 680x420 (or whatever resolution it is, the small one)
  • Ran as an administrator
  • Unsubscribed from all mods on the workshop.

Did they all stop working at the same time? Or there were periods when some worked and some didn't?

Between the last time one of them ran OK, and the first time one of them had this problem, what changes or updates were there to your Windows or computer? A new antivirus app perhaps?

After the clean reinstalls did the game recreate their respective folders under Documents/Paradox Interactive/ (which you will have deleted as that's part of a clean reinstall)?
 
They all stopped working simultaneously.

I recently had to replace one of my hard drives, however I backed up almost all of my data (400 gigs remaining before the reformat, 410 remaining after, just for reference) so that shouldn't have caused an issue as I essentially rolled it back to the previous state minus the issue which caused me to need to replace it in the first place.

I have Avast Antivirus without a subscription, meaning the firewall is inactive and shouldn't be causing issue. The folders in documents were created successfully, but there's not much in them given that the games won't properly launch.

I hope this information is useful.
 
Was the replaced hard drive the one that Windows was on or Steam was on or the games were on?

The firewall has nothing to do with the ability of the games to run, it's antivirus functionality that can cause these issues. Did you add steam.exe and all the games' .exe files to its Exceptions list?

Different issues allow the games to create all the files and folders there but still fail to launch successfully, or none at all, or various stages in between. Did all the games make settings.txt files, and fill out the /logs/ folders? Or not?
 
It's a RAID setup, I had to replace one of the drives and they wouldn't shake hands properly so I needed to create a new RAID array from scratch. So to answer your question, yes and no.

I currently have the entire documents/paradox interactive and steamapps/CK2 (as well as Stellaris and EUIV) as excluded paths in AVAST antivirus, my only antivirus software.

EUIV has logs and settings, as does stellaris, but CK2 only has logs. (There are more items in the folders, like dlc signatures, but you only asked about logs and settings.)
 
This does smell of an app or process getting in the way, or missing Microsoft modules, or an AV app issue. But we seem to have covered all those ...

If you delete the Documents/Paradox interactive/ folder, do all these games recreate all those files? If not, try this: Use Notepad to make a new text file called userdir.txt in the Steam Stellaris folder where stellaris.exe is (and in the equivalent folder for the other games). In that file place a single dot, save and exit. This tells the game to write the user files right there instead of under Documents. If that works and the game now runs, you can replace that dot with any file path you like.


If that doesn't help:
If you exit the Steam app entirely and just run the game .exe files, do you get any new error or message?


If you run all these installers again, what exactly happens with each one?

Roccat mouse/keyboard (hardware)

MSI Afterburner

All of them have been a problem for one or other of these games over the years, although admittedly not all of these games for any one of them.
 
Everything I did changes nothing, still the exact same result. Game "launches" and gets snagged before the launcher actually comes up. I did, just to be sure, fully remove and reinstall all three packages in the Redist directory.
 
I see. But did the games recreate the Documents folders at all, or not? If so did they populate them at all?

With the userdir.txt files in place, did they make settings.txt and /logs/ folders in the Steam game folder?

Update: Cities: Skylines launches perfectly without issue.
 
I don't have a Windows Defender Security center, and when I tried to open Windows Defender it said it was disabled because Avast is active.

Additionally, I am on Windows 7, not Windows 10. Everything I can find about controlled folder access says it is Windows 10 only.

I'm sorry this is proving so difficult to deal with, I'm sure it's frustrating on your end as well.

It creates a settings.txt but no log folders?

Of course if you still have the userdir.txt in place they will be made in the Steam EU4 folder, not Documents.


Not a huge about of stuff of concern running there, but see if you can disable, unload or just plain kill these processes:

I hope that helps! Because I don't have a lot else to suggest.
 
Sorry, I didn't include that. There IS a logs folder in the documents directory, sadly disabling those processes doesn't help. I might be looking at no other option besides formatting my hard drives AGAIN. A shame really, considering I have such absurd hours logged in these games.
 
Update. Every time I validate EUIV's files (haven't tested with others) it always shows 1 file missing, not sure what that file IS though. Gonna do some digging tomorrow
 
That sounds like a Steam issue. Let me know if you need me to guide you through a clean re-install of that.
 
Nope. Did a full reinstall of steam including a registry purge, nothing.

...did you try to add the Steam folder and thus Steam.exe to the exceptions list of your Avast as well, besides the CK2 folder itself as mentioned in post #5 ?
Asking as adding the Steam folder or Steam.exe directly seemed to have worked for some.

I appreciate your attempts, but sadly I did exclude the mains team directory and I am indeed running DirextX 11.
