Preface: I completed the Worm in Waiting event where I chose to destroy the worm, take it's core to Earth in the Solar system, and finish the final event without turning Sol into a black hole. This is the only thing which I think might have caused the issue. I also have mutagenic habitability on my pops.

Now to the details: Every single planetary body in my empire which I owned when the event finished (or maybe when I started it) now has 100 human populations in it. Those include gas giants, barren planets, astroids and some stars. Black holes don't have any population in them though. Vassals and other empires planets don't have this problem.

This is a major problem since now that I terraformed Mars and colonised it, I can't build any infrastructure since it says "This queue is disabled due to enemy occupation" even though there are no enemy armies on the planet.

Things I've tried so far are: Resettling new pops to Mars, landing armies to Mars, loading the last save file

Some extra information I gathered: The empire tab says I have Human pops on 14 planets accross my empire, which is the same as the number of planets I actually colonised including Mars.

Edit: Weirdly enough, after restarting and loading my save one more time I can now build infrastructure on Mars now

I've included a save file below, screenshot of Sol with 100 pops and a screenshot of Mars showing the "This queue is disabled due to enemy occupation" error message.
