January 2nd 1936, The Hague.

After an uneventful passing of the year 1935, the head of government and all his ministers gathered for the yearly meeting in The Hague. Present were:

Head of Government : Hendrik Colijn
Foreign Minister : Andries Dirk
Armaments Minister : Pieter Oud
Minister of Security : Josephus H.H. van Schaik
Minister of Intelligence : Johan W. van Ooschot
Chief of Staff & Army : Izaak Reynders
Chief of Navy : Johannes Furstner
Chief of Air : Petrus W. Best

The meeting started when Hendrik Colijn congratulated everyone with the new year..

Hendrik Colijn : “Hello everyone, thanks for coming to our yearly meeting, I wish you all a happy new year”

Everyone in the room returns greetings and best whishes and also amongst each other.

Hendrik : “ Right, let’s get on with business, we’ve all had some days off, but today it’s back to work. Let’s set our agenda for the coming year. As we still have a lot of work to do bringing the economy up to speed and as there are no major threats in Europe I suppose we can wrap this up quickly”.

Both Andries van Dirk and Johan van Ooschot scramble and call for attention. Johan gestures Andries to lead the conversation.

Andries : “well sir that may not be entirely true, together with Johan I’ve received reports that are quite alarming. There are two major threats to world peace rising. The fascists government in Germany and the rising tensions in Japan are very serious threats.”

Hendrik : “hold on there, Germany a threat to national security of Holland, I don’t think so. I agree that the Fascist government that has come to power may be a little bit different then what we’re used to in the German government but they’ve done nothing out of the ordinary so far. Besides if any major conflict in Europe should arise, we will remain neutral like we were in WWI. That never did us any harm so why should it be different in any future conflict. “

Andries: “Well that may be so sir, but I do suggest we either reinforce the army in the Netherlands or at least build some fortifications to defend ourselves if our neutrality does not last.”

Hendrik: “well any increase in army size or the built of fortifications could also be considered provocative and thus put our neutrality in jeopardy. We will not go forward with this, anyway our army is strong enough as it is, it will protect our small borders well enough.”

A lot of chuckles are heard around the room, Andries takes the word again.

Andries: “well that remains to be seen, the Germans are building up quite an impressive army at this moment, they even have tanks.”

Hendrik: “Tanks? You mean those slow things from WWI, well almost everyone has them and they were never much good, I think it’s a waste of money. Anyway according to the Versailles treaty they’re not even suppose to have tanks, so I reckon the English or the French will take them away from them if sufficient proof is provided. The infantry still rules the battlefield and we have enough divisions and also some bicycle platoons, that will scare off any enemy that comes across our borders.”

Johan: “Yes well I think they’ll first have a good laugh about it and then move on to take our capital sir. Seriously I’ve seen reports of our spies and the German tanks at this moment are nothing like those monsters from WWI, they’re well armoured, carry a big gun and machine gun and move quite fast, they’re quite dangerous if properly used sir.”

Hendrik: “Enough of this nonsense, our army in The Netherlands is big enough and so it will stay. Well this is certainly taking up more time then I thought it would, let’s move to that second threat shall we?”

Andries: “Okay sir, Japan, as you may not know, Japan is pretty strung for resources and our reports indicate that there are elements in the government that whish to seize what they lack. In other words, Japan will go to war for resources. As the East Indies are not that far from Japan, they might come for those resources too. I seriously suggest we equip the East Indies Army with some new divisions, a fleet of their own would also help.”

Hendrik: “well I thought we were adequately equipped with divisions and all, could somebody give me a run down of everything we’ve got?

Izaak: “well sir, we’ve got 5 armies:

1st armee corps in Amsterdam under General Winkelman with 2 divisions
2nd armee corps in Arnhem under General Reynders with 2 divisions
3rd armee corps in Eindhoven under Lt. General A. van der Bent with 2 divisions
4th armee corps in Groningen under Lt. General Harberts with 2 divisions
East Indies Army in Batavia under Lt. General J. van Voorst Vorst with 3 divisions”

Johannes: “The navy has one fleet under admiral Doorman consisting of:
3 cruisers: HNMS De Ruyter, HNMS Java and HNMS Sumatra
2 destroyers: Admiralen I and Admiralen II
1 transport”

Petrus : “Well sir we have no airforce, my pleads to get at least two fighter squadrons have been ignored for ages now.”

Hendrik: ”well up until now we’ve had no need for an airforce and it doesn’t look like that will change, the infantry is still the main component of any nations army and that will never change. Considering the fact that just this morning I’ve given the order to upgrade the industries throughout the entire East Indies and this so called Japanese threat, I suppose we could consider building a bigger fleet and some more infantry divisions for our East Indies Army. What exactly are we up against if Japan chooses to ignore our neutrality in world affairs and invades the East Indies?”

Johan: “well reports are incomplete but by the looks of it, the Japanese have an enormous fleet sir. Consisting of several battleships, heavy cruisers, cruisers and aircraft carriers.”

Hendrik: “aircraft carriers? Are they stupid? The battleship rules the sea, as does the infantry on land, there is no use for airplanes whatsoever against ships. If you’re telling me we should build some aircraft carriers too, “then this meeting is over!”

Johannes: “Well sir, I agree with you on that and so does Izaak, we’ve actually came up with plans to construct 2 new battleships, euh Dreadnoughts and 2 cruisers sir. Along with a few new transport ships they will protect our East Indies and the Netherlands as well sir.”

Hendrik: “what do you mean, what’s the difference between a battleship and a dreadnought?”

Johannes: “Well Battleships are more powerful and better armoured sir, the reason that we’re not building them is because we lack the knowledge to build them.”

Hendrik: “So our new ships will not be as good as the ships of the Japanese, but surely our craftsmanship will turn them into the best ships of their class and with the able leadership of Admiral Doorman we will prevail. So what’s the deal with the transports?”

Johannes: “well we have 8 infantry divisions in the Netherlands and only one transport ship. If we build more we could in case of a crisis transport those divisions to where they are needed. We won't be needing any new infantry divisions that way."

Hendrik: “so the entire fleet will be based in the Netherlands then?”

Johannes: “Yes indeed, with such a strong navy and the ability to move our troops to any of our colonies in notime we won’t be having much problems with keeping what’s ours I believe.”

Hendrik: “Allright then, proceed with the construction of those ships, keep us up to date. I will inform the Queen that we’re spending money on the fleet; I think she’ll agree. This concludes our session gentlemen, we’ll meet again like this in one year, of course I’ll be seeing most of you before that.”

Andries: “Actually sir, could we make that every three months? Things are happening so quickly with Germany and Japan at the moment, and it would also be nice to hear status updates on the build of the new ships. It’s very exciting that we’ll be expanding our fleet.”

Hendrik: “All right then, I’ll see you in three months.”

March 2 1936, meeting in The Hague.

Hendrik: “As you may all be aware of, the Queen approved our spendings on a few new ships for the navy, more on that by Johannes later on. First let’s hear of any new developments, tell me Andries, anything new to report on either Germany or Japan?”

Andries: “Nothing new on Japan sir, but Germany made an unexpected move by re-occupying the Rhineland sir. I think that says enough about Hitler’s intentions.”

Hendrik: “I disagree, re-occupying something that belongs to you anyways is hardly alarming. Tell me Johannes, how does the build of our new ships proceed? I assume you’re constantly surveying the built?”

Johannes: “It’s not progressing as I hoped it would, but on the two dreadnoughts we’re making fine progress sir. The ships will be named in the great maritime tradition our country has. The first dreadnought has been laid down as the HNMS De Zeven Provincien and the other as HNMS Tromp, a tribute to our greatest admiral yet. Work on one of the cruisers, HNMS Eendracht has been started but it’s progressing slowly, we lack the industrious resources to build everything at the same time sir. We haven’t even started on the other cruiser and the transports.”

Hendrik: “Actually that’s one of the reasons I gave the order to upgrade all industries in the East Indies, to increase our industrial output. But for any noticeable increase in that you’ll have to wait until next year. Anybody else has any points? “

Petrus starts to raise his hand and call for attention but then Hendrik takes the word again.

Hendrik: “That concludes our gathering then, see you all in three months.”
 
Oh thanks Fuhrerdammerung, I try and post on a few nights every week. Right now it's sunday so I have some spare time on my hands :). I write it as I go along so it could still go any way...
 
July 2 1936, meeting in The Hague

Hendrik “Welcome everyone, I suggest we handle this meeting like the one three months ago, Andries will update us on any news from German or Japanese actions and Johannes will update us on the built of our new warships. Andries, please go ahead.”

Andries: “Thank you sir. I’m glad to report that both the Japanese and the Germans have done nothing that would alarm us, we did however see and end to the war between Ethiopia and Italy, ending in the annexation of Ethiopia. As you may not know, also Italy is led by a fascist government, which just shows you that they’re not afraid of war.”

Hendrik: “Ethiopia is something of little concern to us I’m afraid, I feel sorry for them but as we have no colonies in Africa, it does not pose a great threat to us. I don’t think Mussolini plans to conquer the world now that Ethiopia is at his feet. Johannes, please bring out your update.”

Johannes: “The built of HNMS De Zeven Provincien and HNMS Tromp is well up to speed sir, no delays are reported. Our capacity is still limited to mainly these ships, so until they’re done I don’t expect to make any progress on the built of the other ships. At the request of Izaak I’ve brought the designs with me, I thought you’d all be interested in our new ships. I’ve also taken some photo’s of the built. “

Hendrik: “That’s great, let’s see them.”

Hendrik: “Wow that’s a pretty solid ship by the looks of it. I wonder if the Japanese will match that.”

Johannes: “I think they already have, but this ship will serve our purposes nevertheless.”

Hendrik: “Great stuff indeed. Let’s conclude our meeting, next meeting October 2."

I hope you can keep the Germans away or the Japanese.
As it seems now things will get tough.

News bulletin July 18 1936:

Outbreak of Civil war in Spain. Spain has been divided in two countries with on one side the republican government and on the other side the nationalistic government led by Franco. Reports are unconfirmed at this time but fighting has broken out in a lot of provinces throughout Spain.

News bulletin September 20 1936:

Thousands of people gathered today in our nation’s capital Amsterdam to demonstrate against the ongoing civil war in Spain. No specific side of the parties involved in the civil war were supported, it was an appeal to both sides to lay down the arms and live together in peace and harmony. During the protest, which was closely monitored by Dutch police, no irregularities were reported. In the civil war the Republican party currently has the upper head, the capital of Madrid was retaken by several divisions. The nationalist party led by Franco suffers from a lack of public support in many provinces now.
 
October 2 1936, meeting in The Hague

Hendrik: “Gentlemen, welcome to our staff meeting, in the last couple of months there have been a lot of noticeable events in Europe, Andries please update us on the latest developments.”

Andries: “Thanks Hendrik. We’ve received an update by the Republican government that after they’ve retaken their capitol Madrid last month, they’ve seized some more territories loyal to Franco. Although it’s been an awful bloody war so far, it looks like the end may be near with a victory for the legitimate rulers of Spain. There is nothing to report on Japan for now, it looks very quiet in that region for the moment.“

Hendrik: “Those reports we’ve seen on the Italian and German interventions, have they been confirmed yet?”

Johan: “According to our sources in British intelligence, they are confirmed sir. The Italians and Germans have supported Franco in numerous ways, but now despite their efforts it seems he’s losing the war and both the Germans and Italians are trying to cover up any evidence of their interventions. “

Hendrik: “Just as well, although nothing bad has come out of them, German and Italian fascist governments are enough for Europe as it is. They’re great ideological opponents of the communist government in Russia but they’re hardly democratic like our democracy.”

Johan: “Constitutional monarchy you mean. “

Hendrik: “Euhm yes of course… Johannes any updates?”

Johannes: “Unfortunately I’ve got an accident to report, last week two men were killed as cables from a crane broke and they were hit by steel plating. Measures have been taken to improve the safety conditions at the wharf. The accident has not delayed the construction of both warships but did strain morale of the working forces I’m afraid.”

Hendrik: “That’s aweful, my heart goes out to the families left behind, make sure they’re well taken care off. “

Johannes: “Yes we will sir.”

Hendrik: “Well before the next meeting, we'll have the elections, the polls favor me so if all goes well we'll be having our next meeting january 2nd 1937.”

News Bulletin 25 October 1936,

The Hague, with an overwhelming majority the current government of Hendrik Colijn has been re-elected for office. Mr. Colijn expressed he did not feel to change any members on his cabinet as he put it : “We’re on the right course with the current group of people, the common people know that and support it, therefore I see no reason to change this winning team.” The victory of Mr. Colijn resulted in a dreadful defeat for the communist party, which had hopes for votes as a result of the anti-fascist feelings in our country.


January 2 1937, meeting in The Hague

Hendrik: “Happy new year everyone and welcome to the meeting.”

Andries: “Happy new year sir, I think we can get back to our oliebollen as I have nothing major to report sir. “

Hendrik: “But the civil war in Spain is still ongoing, sure there must be something to report on that?”

Andries: “Yes and no sir, true, the civil war is still going but it seems to have resulted in a stand off. Few provinces have exchanged hands in the last couple of months, but either side has made no significant victories. It seems that the German and Italian support has worn of for Franco’s side and the republican side seems fatigued. Now with the winter coming in, all major offences have been placed on a halt.”

Hendrik: “Well no news in this case is good news then. I suppose the same can be said for any Japanese and/or German actions?”

Andries: “True sir, they’re either planning something big we don’t know about or they’re just doing nothing.”

Hendrik:”I do have something to cheer everybody up with, upgrading the industries in our East Indies has been successful. Right now we’re starting part 2 of the ten-year plan. Johannes I’m sure you must have noticed the increase in industrial capacity our country has received over the last year?

Johannes: “Yes actually I have, I’ve reread reports dozens of times only to conclude that work on our first new cruiser has indeed improved over the year. The Wharf’s raw capacity just increased! I expect the new cruiser to be launched in about 3 months from now sir. “

Hendrik: “It seems that will be in perfect time for our next meeting gentlemen. I suggest we do our meeting on the bridge of the HNMS Eendracht.”

Johannes: “Splendid idea sir, until then.”

Hmm.....

What are you researching right now? I would think trying to get a good navy would be priority No. 1 (help protect the East Indies, and keep the German fleet in port). What are you contingency plans for a german AAR?
 
Basically the dutch economy can't afford to do research and build at the same time. Once I'm done building, which will be sooner rather than later due to manpower problems, I will start developing some infantry techs and naval techs.

No plans have been made for a contingency german AAR I'm afraid, I have faith in the little dutch guys. Of course Hendrik is to down to earth to even realize the germans might ignore his neutrality so I'm going to get kicked out of Europe for sure, but that's when the fighting gets good.
 
A dutch AAR, very nice. In my last game as the Netherlands I was completly destroyed. Germany took the mainland, Japan the East Indies and Suriname was taken by Argentina. I hope you do better.
 
April 4 1937, meeting in The Hague

Hendrik: “Johannes, care to explain why we’re sitting in The Hague?”

Johannes: “I’m sorry sir, according to our planning the HNMS Eendracht should have been finished two days ago, latest report indicate it could still be a month. “

Hendrik: “It would be nice it we could finish something in this country on time for once. Anyway, Andries, care to update us on any global developments we haven’t read about yet?”

Andries: “The Japanese have been very quiet sir, the Germans haven’t. We’ve seen a lot of diplomatic traffic between Austria, Germany and Italy; they’re definitely up to something. Fortunately for us, Austria is on the other side of Germany.

The Spanish civil war is still ongoing, but things are looking worse for the republicans. They’ve lost Madrid as well as a few other provinces. Either Hitler has stepped up his arms supplies to Franco, or this ‘Condor’ thing has great impact.”

Hendrik: “Condor? Please explain Andries.”

Andries: “We’re not completely sure sir, we lack the proper funding to pay spies, but from what I’ve learned from rumours, The ‘Condor’ thing is a legion of German troops helping out Franco.”

Hendrik: “But that would be a direct intervention, I don’t believe Hitler would do something like that. We’d better keep our noses out of this one. That’s all Gentlemen, see you in three months and Johannes, get that boat ready!”

Johannes: “We’ll do our best sir.”

Coup in Spain, still no end to fighting

Increased unrest in the provinces held by the republicans has led to a coup by communist movements. After the loss of yet another province to the fascist party led by Franco, the communist movement stormed the temporary palace in Valencia and killed all Republican Party officials at the scene. The Republican army has not intervened in this coup and has been placed under the control of the new Communist Party. No dialogue has been opened between the Communist Party and the Fascist Party, the fighting between the two rivalling nations continued.

News Bulletin May 21 1937

Communist Spain joins Comintern Alliance

The Communist Party in Spain has been taken into the greater Comintern Alliance led by the Soviet Union. This unexpected move has placed the Soviet Union and her other allies, Mongolia and Tannu Tuva, directly at war with the Fascist Party led by Franco. Speculations also suggest that the Soviet government may have had something to do with the communist coup earlier this month, but this has not been confirmed. Adolf Hitler announced in a speech today that recent events showed how damaging to world peace communist movements actually are. In his speech he also mentioned that he would increase the aid offered to Franco. If this will lead to a direct confrontation between German and Soviet troops in Spain is uncertain. Experts say that this will greatly strain the relation between the already ideological opposed German and Soviet governments.

July 2 1937, Meeting in Den Helder aboard HNMS Eendracht

Hendrik:”A damn fine ship gentlemen, Johannes I’m very proud.”

Johannes: “Thank you sir, Admiral Doorman expressed his great happiness in receiving this fine addition to the fleet. He has not moved his quarters but choose to remain aboard the current flagship HNMS Java until the HNMS Tromp has been completed. The Eendracht has already run her exercises at the North Sea and performed admirably. She’s a fine ship indeed”

Hendrik: “Personally I can’t wait to stand on the HNMS Tromp’s deck, it will be the biggest and toughest ship The Netherlands has ever seen. Andries, can you inform us of the latest developments?”

Andries: “Yes of course. After the coup and joining of the alliance, the Communists have fared little better then their Republican predecessors. They’ve lost yet another province. If the Soviet Union actually wants to intervene, they’d better send their armies to Spain instead of Tannu Tuva.

The Germans are keeping quiet on their involvement in Spain but diplomatic exchanges with the Austrian government are still ongoing. All contact with the Soviet government has been broken for now. No news from Japan I’m afraid. “

Hendrik: “We’d better get on with inspecting this ship then, thanks for the update.”

Italy declares War ! War in Spain over

With a surprising move, Italy has decided to join the fight of the Spanish nationalist led by Franco versus the Comintern Alliance. The Soviet ambassador has been expelled from Italy and issued a formal protest. No troop movements have taken place at this time, as Mussolini’s declaration was unexpected, even for his own staff. Experts in London say that he’s gone mad after the victory on Ethiopia and is not realistic about the performance of the Italian Army.

Other news, after the capture of a few more provinces, the Communist government in Spain has thrown the towel in the ring. Joining the Comintern alliance was their last resort and backfired as the Soviet Union failed to supply them with expeditionary forces according to French intelligence. The increased support from German side for Franco’s nationalist sealed their fate. The whole of Spain is under one ruler again, a Fascist one this time.


October 2 1937, meeting in The Hague

Hendrik: “We need to have a serious talk gentlemen, it seems Andries and Johan were wrong, Germany has no plans to do us harm and neither does the peaceful government in Japan. What we’re seeing now is a war between ideological enemies, which is horrible of course but what could be expected. I don’t think the fascist governments of this world will turn against democratic countries like ours now there finding themselves in a war with the Soviet Union. Before we continue, do you have any more information you’d like to share with us Andries, and please inform us correctly this time.”

Andries: “I must protest sir, so far Germany hasn’t done anything, true. But that doesn’t suggest they don’t have anything planned for us sir. There’s also no guarantee that they will join Spain and Italy in their fight against the Soviet Union. Hitler seems to have an agenda of his own and what it will be, only the future can tell. Japan is still a threat as it was before sir, on the surface everything may seem normal but we cannot ignore the activities of fascist movements within the government. They are strung for resources sir, and we have them in abundance, it would be foolish to not protect what is ours.”

Nodding people all around the room except for Hendrik.

Hendrik: “I’ve had enough of this crystal ball of yours Andries, the war is east, moving away form us, I don’t see the need to invest in our armies much more, we could spend that money elsewhere.”

Jonathan: “But sir, we’ve already commited ourselves in spending that money, stopping projects underway would cost even more. And look what is has done for our economy, since the initial order the wharfs in our country have been doing great, we’ve even had some orders from abroad. It would be foolish to throw that away. This country’s military is weak as it is, if that war ever turns into something bigger, we’re sitting ducks.”

Izaak: “I have to agree with that sir, upgrading the navy is only the beginning as far as I’m concerned, we should also expand our army.”

Petrus: “And the airforce! My pilots are still playing with paper planes instead of flying real ones. We should be able to protect ourselves against any form of aggression, also an aerial one.”

Hendrik: “Okay gentlemen, enough. Who said anything about stopping projects; let’s see how this war develops. For now this meeting is over!”
 
Are you game's gone goofy. You handled Italy-DoWing-SU very well, but you should expect some more strange DoW's (like Nat. Spain attacking SU independently). Are you gonna try and modernize your armed forces? I would suggest first trying and making some basic BB's and Cruisers.
 
I couldn't believe it when it came past in the news. Especially the Spanish coup, it was an event I've never seen before. I'm expecting a lot of strange DOWS coming months, I think Germany will DOW soviet Union and the Allies might DOW Germany for that. We'll just have to see where I end up. I'm lucky the setting in Holland is rather loose so I can switch the storyline easily. But now the big boats are also almost finished, they've got some decisionmaking to do. I haven't decided for my self either so stay tuned.

Fuhererdammerung,

Well Nat. Spain is already at war with the soviet union. The SU just got mil. access through turkey so I think we'll see some action in the med. It's certainly not safe for neutral shipping :D
