Playing Prussia in the GC (1.03), Russia asked me to join a Military Alliance and I agreed....
Years later, Russia declares war on the Ottoman empire - with no common borders and virtually no Army, Prussia joins the war, but has no plans of fighting - figured I'd wait for the inevitable peace deals and that would be it - but maintain my relations and alliacnce with Russia.
Well, for some reason, Prussia was designated the Alliance Leader, and all the Peace deals were coming to me. I declined them.
Eventually Russia negotiates (separate) peace with the Ottos but Prussia is still at war, racking up WE, even tho no Prussian troops were involved in any battles.

Is this WAD? War Exhaustion going up, even tho no figthing is going on?

And why was Prussia the Alliance Leader in a war that Russia triggered?

But then again in EU2 WE is lowered if the fighting between participants doesn't occur. I thought Vic had the same thing, is the alliance leader just excluded?
