A couple of minor things about how allies interact with each other.
1. I dont think allies at peace should be constantly giving free resources to each other. In real life even the best of allies dont just give away resources without a powerful need. I realize that this helps the AI deal with imbalances in the world market to some extent but at the very least a player controlled nation shouldn't be flooded with free resources in peacetime.
2. Allied nations should be able to declare their spheres of influence to each other to avoid duplication of effort and so that each side knows who gets what territory in the peace treaty. I see this being implemented by giving each nation two sets of claims. One set that is public and all the normal claim rule apply to and another set that is only shared with allies that mark territories as claimed but do not grant any claim benefits and cannot be demanded. This is probably a very difficult suggestion to implement but it would be nice and might help the AI a little. It would grant a type of claim to expansionist powers interactions with each other that doesn't unbalance the game.
Thus the German, Italian, and Japanese AI's know that France is German within the game without having to give Germany ahistorical claims on France or having to carefully code all of all three nations AI files to produce the same result. Thus if a player controlled nation decides to deviate from the historical path the AI will be slightly less hobbled by code designed mostly for a historical path.
