Where and how ( if possible ) do I have to edit the game files so that England ( which has Gibraltar and Malta in a GC of mine ) can build Galleys for a mediterrean fleet?
Or e.g. Why can the Habsburgs, although they often occupy the whole dalmatian coast cannot build galleys at Ragusa?
Is it possible to change that anyhow?
