Recently I've been playing around with the idea of a 1 city challenge where I started as a 1 province minor and tried to make my territory as great as possible. One thing I was sad to see was not possible was naval migration between settlements of different countries. Why wouldn't people want to live in my utopian city where everyone was 100% happiness and 100 civilization? I would humbly ask they allow these kinds of migrations at least if your city is a metropolis so this kind of playstyle could be playable (well it still wouldnt be, but it would allow this playstyle to exist)
