Almost every Vassal and their Mother is claiming my title via plot without the "Meritocracy" Perk

Description​

Ever since starting out as the Bavandids, I have noticed that my Vassals continuously plot to claim my title, not only with extremely high levels of success, but that they shouldn't have the ability to at all. Barons (who, IIRC, do not get access to lifestyle perks, and therefore cannot get the perk) AND counts WITHOUT the Meritocracy perk not only ignoring requirements needed to engage in the Claim Titles Perk, but are doing so at an increased rate. This is extremely annoying, because I am getting multiple pop ups of said scheme over and over again, and these random vassals getting the claim when they really shouldn't be. Not to mention how it generates dozens of rivals due to these goons making the claim. I am very sure this isn't part of the Iranian Intermezzo, culture, or religion for that matter, as this is happening way to often to seem like it is legitimate; but I could be wrong, and there could be other factors at play that I am unaware of.

Steps to reproduce​

Play as the Bavandid count
Play and expand however you please, usually by trying to make the Kingdom of Daylam.
Wait for some baron or count to Claim your Title via Scheme without Meritocracy Perk.

I'm experiencing this too. Extremely annoying for basically every vassal to immediately become your rival.

I am also experiencing this issue. Within less than 10 years of in-game gameplay, 3 barons laid claim to my primary title.

Yea, but still the balance doesn't seem right, especially that low-tier vassals are spamming it. You also lose 350 prestige every time, which is pretty harsh.
