Let’s say that Agathocles gets totally defeated by Carthage, which seizes control of Cyrenaica and Syracuse in around 310 BC. They hold these during Pyrrhus’s campaign in Magna Graecia and malcontents call for him to liberate them from Carthage in Sicily. He is eventually defeated and goes home as in OTL, and the malcontents are totally crushed.

When Rome gets around to a pretext for a war with Carthage, would a half century of solidified rule over Sicily give Carthage an edge in the First Punic War?

Would Punic dominion over Cyrenaica bring them into conflict with Ptolemy in Egypt?
 
Carthage consistently punched below its weight in its wars with the Greeks and Romans, so I think some kind of military or administrative reforms would be necessary in order for them to take and hold Syracuse and Cyrenaica (the only really effective army they ever had was the one Hannibal built in Spain).
