Anybody know if this is possible? I've never understood why, for pretty much every game ever, the tooltips are default anchored to a fixed point of the screen. So you look at where your mouse is pointing, then to a different part of the screen for a description of what you're pointing at. Back and forth.
Just for clarification, some of the tooltips do seem to be mouse-anchored. I'm speaking specifically of the ones when you mouse over a county or tract of ocean. The pop-up description shows up at the upper left of the mini-map, even though your mouse is way the hell over there <---.
