So before I start trying this, would it be possible to create a scenario that sort of represents an ancient period (say starting at 500bc)? Can tech be slowed/eliminated without having inflation increase too much? Can parts of the world (America) be for all intents sealed off? Not knowing enough about game editing at this time I'm not sure how much of this can be pulled off but can something approximate be created?
 
This is a cool idea. I believe you can fiddoodle around with the tech. 3 countries (Aztecs, Incas, Iroquois) have only the ability to get 1 level of technology and no more. Others, like China, Japan, are crippled a bit, but not as restricted. I do not think you can seal off the whole world. By 500 bc, the whole world was occupied by people. The closest thing to do is make sure noone gets explorers/conquistadors and noone goes above certain tech levels that allow extra exploration. A scenario called Fantasia is a good base for what an ancient game might feel like.
