Bland is good when you want a blanket term that will apply to every empire.
Looks like civilians are still civilians though.
That's fair, but at the same time that planet is still technically a colony. Still, you are correct that colonist sounds like someone on a newly settled colony.

I find interesting that Denizen seems to be an economic strata actually, rather than just the job
granted, it’s probably to make hive mind’s equivalent of a citizen work but i do wonder if they’re planning to add more jobs to it
