I've only recently started using Antagonize but it seems pretty useful. If you have high intrigue you can get a claim for 500 Gold when you are feudal. I don't know if it's cheaper when you are tribal,
 
I mainly use it to deliberately create rivals (for duels), or to add a tiny push to plots/invites (the negative general/vassal opinion modifiers can be just enough to make someone accept an "invite to court/plot" offer).

My main annoyance is that stopping antagonising (and swaying) removes the person from the list in the outliner, even if they were starred before you started. I tend to use the outliner list as a kind of long-term to-do list, so it's rather annoying if someone disappears from the list before they're "done".
 
No, antagonizing someone does not supply Tribals (of count and count+ tier) with claims at all. Nor seems to affect Fabricate Claim by any means.
Yes, it allows Tribals to claim-duel someone on few very rare occasions where without antagonizing you can't claim-duel the target at all (or so it feels).
And yes, the target still can reject the duel at a cost of Prestige hit.
