Not looking for something that makes them meta, but as far as I'm aware, there is no real advantage to releasing countries or making vassals? So, any mod that makes them worthwhile, if only a bit?
 
Yeah but is there any advantage to them (Even minimal) compared to holding on to that land yourself?
Much less infamy, no problems with radicals and discriminated pops? They can also take care of less important fronts when at war, and less autonomous subjects give you part of their income. From a role-playing perspective, it's more realistic to have a network of semi-autonomous dominions than assume direct rule over everything.
To answer your original question: I know that The Great Rework has a system for building in your subjects (it's pretty clunky, but better than nothing).
