Anyone care to share some knowledge on how to mod in characters at start?

I have successfully learned how to make a basic country now, but I want to set pre-existing characters into it. Specifically, I am trying to learn how to mod things towards making a 2nd Punic War mod.

I would like to know how to create Hamilcar Barca etc. as pre-existing characters.

The same kind of way you mod in countries. There is setup, and then there is character setup.

What about families? I made characters but not sure how to assign them to major families.
