There used to be a failsafe that would ensure there was always at least something, so that it doesn't feel like a complete waste to claim a system.

Yeah, same. I've restarted my game a few times hoping to get different results, but nope. Think I'm going to wait a month or so before playing. They obviously have some kinks to work out.
 
I only got to play a bit of 4.0 but yeah, I also noticed this. Especially in the context of the main star of a system not getting any resource deposits when it should be guaranteed to
 
Is it a bug or just a rebalancing? I wouldn't be against less "space resources" in general, it would make planets and population more valuable.

That being said, there are a lot of potential variables at play. For example, what DLC we own or galaxy gen settings used.

Thank you for the bug and crash reports.

Here is a preliminary list of changes we're planning to release as 4.0.3, most likely tomorrow.

  • Wilderness Deposits have been contained and will no longer be spawning across the galaxy. (Fixes systems generating with no resources.)

Even more of a reason to lower space resources then. Unless they explicitly wanted space resources to be more powerful than they were before.
So you want the game to get dramatically slower? They haven't lowered requirements for ships, techs, etc. and they haven't changed how end crises works. So now there's just way less resources in the game.

It’s likely a bug.

Space resources have lagged behind planetside resources for years to the point that late-game space resources are a negligible amount of your income. I don’t see why they’d nerf it further and also not mention said nerf.

Additionally, the original design from years back was that every system should have some kind of resource since it doesn’t feel good expanding into an empty system. It’d be weird for them to change this, especially when the change is like 2-4 of a given resource.

Apart from it being confirmed as a bug, astray rifts without an astray threads deposit have also been spotted, which seems like a point in favor of it being a bug

As mentioned , it's indeed a confirmed bug, and confirm to be fixed in the next update.
