When some Threats are full 4/4 rating, they "unlock" special effects/versions of the disasters, according to someone's claim.

Anyone know if this is true? And if true, do twisters and meteors have this property as well?

Claim is here:
"Effective difficulty jumps again at 4 pips as you get nastier versions of that disaster. 4 pips of cold waves have parts of your map in permanent perma-frost. 4 pips of dust storms can spawn electro-static dust storms."
Does 4/4 meteor do anything special other than (according to in-game description) make meteors give less resources?

Does 4/4 dust devils do anything special?
 
All of them have something extra:

rating 4 or max
Dust Storms -> chance of electrostatic dust storms that are worse than the regular ones as it can cause static electricity attacks that make a bunch of buildings inoperative.
Cold waves -> makes part of the map have permafrost that increases power upkeep always, also increases the effect of cold waves on building upkeep, my understanding is that normal (level 3 or below) is doubled, but rating 4 or max makes the upkeep triple.
Meteors -> less chance of resources and anomalies from meteors, although I'm not quite sure whether this happens when moving from 3 to 4 or from 4 to max. You start to also get random single meteor strikes that you don't get a warning for, instead of only getting meteors during a meteor shower.
Dust Devils -> electrostatic dust devils that cause buildings to malfunction immediately regardless of previous condition instead of simply gaining a bit on the maintenance bar, also causes more leaks and malfunctions in pipes and grid
 
And this is based on my own experience playing the game. I used to play on disasters at 2 or 3 when I started with the game, but nowadays I play only on disasters either at 4 or max.
