I am a casual gamer, and mostly play on my macbook. However, playing on the TV may be an attractive option as it means my wife could be around doing her own stuff.

I saw a promotional video of EU4 on steam machine, and it seemed to work fine. I am curious if anyone is using one for real and using the steam controller with it, and your experience with both?

I play EU IV & CK II on linux and they work fine. I cannot comment on the controller however there are lots of reviews of people using it for similiar styles of games (I watched one with it being used for Cities Skylines - which interfacing-wise is the very similar to EU IV)

(SteamOS is essentially a Valve distribution of gnu/linux)

There is, it's a normal computer.
For the op, it depends. Look at the specs and compare to the system requirements. I would go for the recommended or more, not the minimum. And if you end up not liking the controller it's not a big deal. Wireless keyboard and mouse should work well enough.

The higher priced model isn't too much more expensive and adds a ton of storage and significantly better cpu (which is very important for paradox and other strategy games)

I honestly tried to find other steam machines and they all were over priced, this one is the only one I could recommend.
