After a long break, have come back to try a single player game (as ENG). I had infrastructure serials still building in Kula Lumpur, Alor Star, Kola Bahur?, and Kuantan?. When the USA joins the allies event (ie JAP dow USA) triggers on 2 Dec 1941, my partially completed serial infrastructure builds in these 4 provinces are deleted. I tried re-instating these to my ENG_41_12_02 saved game file but they got deleted again. JAP had previously joined the Axis (So JAP & ENG already at war). SOV had by this stage been defeated and bitter peace event had occurred. ENG had already annexed Siam.

Another odd occurrence at the same time of this event triggering was that 8 aircraft (based in south ENG) undertaking night time ground attack in northern FRA, had their organisation instantly reduced to zero. No air combat had occurred.

Edit: thought double speed may have been the problem but bug occurs with both single & double speed infrastructure construction. Also noticed that my infrastructure serial build in Colombo was deleted sometime between 41_09_09 & 41_10_01. Only two significant events in that time period were Bitter Peace 41_09_30 and GER creates Transcausac Republic 41_09_28. So this bug is independent of construction speed and is not event specific. Bug does not occur if the province is national, only seen this bug so far in non-national provinces. My fix is to reinstate the five serial builds, make the provinces national, and create an event to add negative resources to compensate for the higher production of a national province. So quite a lot of work. Have to do this because I reinstated 4 construction serials 41_12_02, still there 41_12_05, but blitzed out again by 41_12_17. A troublesome bug.

Actually Colombo is already a national province. Perhaps my fix won't work. Is it possible that an unfinished infrastructure serial build on an island national province can be deleted just because a large fleet visited the island and temporarily exhausted the island's supplies ? This bug must still be triggered by a significant event ?
 
The only thing i can think of is that your local supplies ran out.

If say Germany in 1936 builds infrastructure in Königsberg, but both Königsberg and Elbing have no supplies, then infrastructure cannot be completed.

This is how it works for any landmass not connected to the capital not having supplies. Only supplied territory can build infrastructure or any other building for that matter.

In other words: It is not a bug, it is a feature.
 
I ran the game for the day of Dec 1, 1941, this time with no combat and no movement to conserve supplies. Got to 12 pm with non-zero supplies, and on Dec 2, 1941 the four infrastructure serials did not disappear. So it is confirmed, the infrastructure serials disappeared because of an instantaneous loss of supply to the region where the serials were being built. It was just co-incidence that that USA joins the Allies event chain occurred on exactly the same day. So the cause of this problem was correctly determined by Pang.

A common cause of temporarily dropping to zero supplies is the visit of a large fleet to port.

Having the infrastructure serials being deleted is a harsh and oppressive punishment for a temporary loss of supply incident. A fairer punishment would be to continue the serials while deducting the full IC cost with daily serial build progress suspended until supplies are restored.

Infrastructure serials have a 120 day base time duration for the construction of 1 step. However, because my serial builds were on mountain or jungle terrain, this has a x 2.5 multiplier, extending the base time duration to 300 days. With ENG's current slider positions and ideas, I think this base time is reduced to 153 days ( using Pang's very good explanations of infrastructure construction details ). Just to be sure I should check this in game. This deletion of the infrastructure serials could easily delete 100 or more days of progress ( IC days lost ) towards completion of another infrastructure step. Not only that, I also lose the gearing bonus that I had accumulated from already continuously running such a long serial build. Using Pang's formula, my maximum gearing bonus can be 0.324, reducing the infrastructure step construction time to a minimum of 104 days (at x1 speed).

I got to zero supplies because I was having difficulty with oil, supplies and resources. Thought it would be easy having a single supply area, from Casablanca in the west, eastwards to Alexandria, Rangoon, & Singapore; with PER as a puppet in the middle. Not so, at Dec 1, 1941, I had 10,000 oil in Alexandria (so dumping oil that I couldnt get back to London), with my supply port currently at Singapore. My supply /resource port(s) was continually changing, this port was either Alexandria, Port Said, Suez, Sharm el-Sheikh, Dhaka, Bangkok, Singapore, Singora, as the AI made a continual stream of random decisions that generally produced the worst possible outcome for me. The supply port got changed to Sharm when I landed 1 Sth African div here using the Sth African transport fleet. This only randomly occurred as previous infantry drop offs didn't change the supply port to Sharm. I tried to change the supply port to Karachi by successively loading and unloading a Sth African div using my ENG fleet but not such luck. There were times when I couldnt send a supply convoy to the AI determined supply port because I got the "Path Blocked" message. Had to wait for supplies to drop to zero. With control of both Suez & Gibraltar there should be no path blocked issues.

All this says that a change is required. Allow the human player to set their own supply /(or) resource port(s). If this not possible, force the AI to always select the largest sized port in the islanded region as the supply/resource port. In my case this would give the AI five choices. Tripoli, Alexandria, Bombay, Rangoon, or Singapore; all level 10 ports. Perhaps make the AI select the port closest to the capital. So in my case it would choose Tripoli (assuming that Gibraltar was in ENG control) as being closest to London. Another AI supply port selection criteria would be to select the largest port with the highest existing infrastructure.

So the AI supply/resource port selection criteria should be:
1. Select the largest sized port, then if 2 or more ports of equal sizes,
2. Select the port with the highest infrastructure, then if 2 or more ports of equal size and infrastructure,
3. Select the port that is closest to the national capital.

There is a similar issue when a country temporarily runs out of money. Progress on tech research suspends temporarily until +ve $ surplus is restored. The game doesn't immediately delete all research lines to zero progress. It is consistent for infrastructure (& other province) serial builds, suffering temporary supply shortages, to be treated the same as research serial builds that suffer temporary money shortages. No complete deletion, just suspend progress.
 
Looks like this has happened again. I noticed this months later. SP ENG I was building infrastructure in northern Ireland, and I recall sending a fleet there to replace Garrison divisions with infantry divisions. My serial infrastructure builds have disappeared likely because for 1 day the visiting fleet took all supplies on this island. That is most likely the cause. I would really like to see a fix for this included in the 1.13 version.
 
I've found that once you have a unit in that province or near it and receiving their supplies from that stockpile, then there is no lost infrastructure builds.
