I can't seem to get any movement to revolt risk in AoD. You can set the nationalism starting revolt risk % just fine but I can't get it to move up via event or misc.txt changes.

In misc.txt I set Monthly Nationalism reduction to a negative number and it creates serious revolts in core national provinces which is not good. And I've tried using persistent events but they don't work in AI countries.

I'm looking to increase revolt risk in non-national occupied provinces. Any ideas?
 
The easiest thing that comes to my mind is to set this line:

# Nationalism starting value
17.5

in misc file with higher number, it will only apply to non core province owned both by you or AI
