So my point was that even if they adjust the research cost for synthetic rubber/oil to accommodate splitting them up, Germany will still need to research both.

Furthermore, and more importantly, as @Pyramid_Head pointed out, splitting them up will cost Germany 2x the building slots, so I hope they at least adjust output upwards to balance the change somewhat.

Interesting article btw. Are you suggesting Germany will start the game with some synth rubber plants?
 
If it were not for stupid trade laws, where other powers can 'trade' 1 CF for 8 of my hard earned oil or rubber ... that I can't block [serious swearing], yeah, I can see not going past Synthetic 1; democracy's don't have it easy, they don't get to use Closed Economy [more swearing] .

So I think I've a possible work-around : pick a faction that currently has a lot of oil/rubber, and has 2+ majors; for you to go to war with . An active war apparently blocks 'trade' of captured resources ... stomp all over your enemies, and LEAVE the 1 surviving Major JUST short of capitulation; and little hope of recovery, do not let the Peace {pieces??} Treaty happen until the equipment you need for the next war IS ON THE MAP !!! Then kill off the wounded major for the Pieces Treaty, re-organize, and start WW3 .
