When I make an appointment in one of my provinces, does anything really happen? I mean, I'm sure it does, but where can I see the change? I've looked around, but I can't find anything changed. The tax income stays the same, the multipliers and the percentages stay the same, the numbers on the information screens stay the same...
 
By 'appointment' I take it you mean appointing shiriffs (borgmästare), marshalls (hovrättsrepresentanter and governors.

In the graphical view of a city, there are two numbers on the top. The left of these two numbers are the tax money that this city produces, and this number will increase when you appoint a shiriff.

If I interpreted your question correctly, did you check this thoroughly? I.e. checked the tax value, appointed a shiriff, and checked it again?

Apart from that, once you appoint a shiriff, you'll notice that a new house appears in the graphical view of the city.

I have also noticed that. I think that the increase in revenue is implemented in small (yearly?) increments, which - provided my guess is true, is kind of very neat, reflecting the RT aspect of the game. After all, appointing a sheriff would take time organizing (the build time), but once in place, his covering of a whole province would also take time.
