The difference being that, on the Paradox store, Paradox gets a higher share of the price than they'd get on Steam.

As a general rule of thumb, if a website has been caught/suspected of selling grey market and stolen keys, most likely it isn't a reputable site and should be avoided. Some sites will falsely claim they are partnered with Publishers, you're best reporting these to the Publishers so they are aware and can take appropiate action. As mentioned in an earlier post if you are tempted to buy these keys (which usually appears to be abnormally cheap due to their nature) the Publisher reserves the legal right to revoke keys through Steam and you will lose the money paid for them.

So we should avoid any non-official resellers like G2A?

My answer, so nothing official, is yes. G2A is in what we can call "grey market".
Buying from this site is a great risk, as the key could be deactivated by the editor of the game (it happens a few times in the past).

It's not only for Paradox, I recommend to avoid G2A whatever the game is.
 
Important Piece of Info from Paradox's Distribution Manager regarding GOG and PDX Launcher.


"If you are a bargain hunter and want to scour GOG for sales as well, this will work fine using the PDX Launcher (after activating the code you get on your PDX account page) but GOG ownership does not, alas, transfer over to Steam."
 
Added the Italian based "IndieGala" to list of resellers, as far as I'm aware they are a legitimate partner of Paradox, as stated on their website. The Paradox sales look similar to what other resellers are offering.

Word of warning based on reviews, buy only from IndieGala's store and do not participate in the trade section of the website which is 3rd party selling.

Strangely enough, Gamersgate is not on the list, as Patadox created this company.

GG and Paradox first split ways, then GamersGate got sold.
Completely different owners than before, as far as i know.
