Are colonists supposed to move to find work?

I have 12 unemployed medics in domes without infirmaries or with fully staffed infirmaries.

I have 5 infirmaries in other domes that are not working because of no workers.

There are no filters that would keep them from moving to the domes with empty infirmaries. There are lots of shuttles available. No domes are quarantined. There are lots of free places in apartments in those domes.

When I manually assign workplace/residence they will move to those domes and start working in the infirmaries, but that is a lot of work for me.

Is this how it's supposed to work or should they move automatically to a dome that has work for them?

Hello!

Yes, colonists will move to other domes to fill job spots unless a. they already have a job in the current dome, b. the job in the destination dome is already taken, c. there is no housing available in the destination dome, d. there are no shuttles available for moving, or e. there are filters preventing them from moving. Based on your description it seems like your colonists should be moving.
