I am working on a mod on working hours system and found that all employee_mult(e.g. building_group_bg_manufacturing_employee_mult) modifiers dont seem to work.
There's only one event used these modifiers (on state, oil_rush.1) in vanilla, It seems to be just omitted from deleted.
