I know that a province's growth rate can fluctuate based on stability, governors, factories, etc.

But does the baseline growth change.

I looked at the Independence scenario in the US Version and the Indian provinces (in India not Native Americans) all had positive growth rates. Is this specific to the scenario, or can you get your GC colonies up to that level?
 
IIRC the growth rate depends on location as well: better in America (northern one), worse in India. And on population as well: you get negative growth in India if your colony is between 100-1000. If 1000, the location factor is a bit smaller, so your cities actually can grow (was it +2% if stability is max) and if you get 5000 citizens, location factor is eliminated alltogether.
 
I figured this out last night. I was able to colonize Madras and incorporate 10,000 natives. It turned into a prosperous city with a 6% growth rate.

My only concern is that it will be very hard to grow a colony above 5000 without using the natives. Sending colonists after 700 population apparently provides very little return economically. This means that recreating the British North American (later US) colonies will be very expensive with diminishing returns.

This is especially true for the AI which seems determined to exterminate natives. I have found it requires careful military balance to grow a colony to 600 without wiping out the natives. I doubt the AI can handle this.

Perhaps a growth bonus for a few years after sending a colonist is warranted if the population is between 1000-5000. Opinions?

I fear they would accelerate the growth of colonies which is yet too much fast in the current game.
 
When reading up on the early parts of the rebellion, I was thinking, 'what's the big deal with having 6,000 of His Majesty's men put up in Boston, that's not that many...' then I did a little research, and found out that the population of Boston was around 25,000 in 1773. One soldier per family isn't too much, is it?

These are bundled together in something called the Difficulty for Colonization which is a value between 0-9 that every province in the game has. Read more about it in my FAQ.
