Are you allowed to use stuff from V2 in Sengoku Mods?

So ive been thinking of a new setting mod for Sengoku, and i was wondering if youre allowed to use like a bit of the map from victoria 2 or other resources [i cant think of any but as a clarification for others who might be considering other things from other paradox games]in a Sengoku Mod? or would that breech like copyright and stuff, even if you added like a disclaimer or something telling people not to download it unless they owned victoria too, or had the actual download for that bit of it posted in the Victoria II user modifications forum and only linked to it from this one so only people with that game registered could use it even?

Perhaps modders can testify to this, but I think it may be ok as I've seen Mods for EU III use the Victoria 2 Map.

Officially it is not allowed to publish such a work that includes pieces from other game/s so it might get banned by devs if released.
