Seeing as the standard HOI includes sizeable British Home and Mediterranean fleets, then no :)
 
I'm afraid this penalty would be too limiting, considering the size of navies in the mod. It certainly would put a burden on any aspiring Jutlanders.
 
Go by squadrons then

It's the natural way to deploy the fleets anyway and the whole concept of the Grand Fleet is merely a collection of squadrons that sail and fight together. It's more realistic anyway and I don't think you can expect any admiral to control more than 12 ships/flotillas anyway.

Which was precicely the problam at Jutland, the complete lack of effective command and control which enabled the dastardly hun to escape.

It is also the reason battlefleets formed into a single continuous line, which requires very little command and control.

I've read that this problem was more down to inept squadron command and ship captains not telling Jellicoe what was going on. Mind you, Jellicoe can equally be blamed for not trying to force information out of his subordinate commanders.
 
From 'experience'

But even a long continuous line isn't immune to C3 problems. I play Tiller's naval wargames and it's heck trying to keep ships from bumping into each other. Well I know it's not experience but in reality signals get crossed and this was the age of black smoke ships with radio communications in their infancy. As late as Leyte Gulf Halsey's crossed signals almost cost Ziggy Sprague their lives. I think that a massive ship formation should be adversely affected.

There are references that state that Beatty's Battlecruiser Force was not very careful in their shell handling proceedures and anti-flash safety devices were not shut which partly led to the loss of the three battlecruisers or at least some of them. This is what I meant by turret discipline, perhaps better termed flash safety discipline. Instead of shutting flash protective doors to the magazines etc they were left open to facilitate faster loading and firing. Naturally a turret hit would be cataclysmic.
