does anyone know, how the morale bonus modifier works, that e.g. is given by commissars or generals?

Is is a apply, restore or decrease incoming damage modifier?

It just increases the initial/max morale of the army it is attached to. It does not restore morale, change the rate morale is restored or make any difference to incoming damage (other than that the army can handle more morale damage, obviously).
 
It directly changes the army's morale stat. You see it happen as soon as you attach the attachment to the army... armyment (sic). I have no opinion on whether redundant info being shown in a tooltip or not constitutes a bug. Well, other than it seems redundant, I guess.

TLDR I never noticed.

Uhm, that is the point. Any army moral modifier is NOT shown in the stats.

I stand corrected. You're right, it's not. Then it is a bug, or I'm wrong that it's a straight modifier afterall.
 
It's a bug and worse than just a tooltip one. Morale modifiers currently do nothing at all.

Yeap, confirmed. Yet Another Feature That Doesn't Actually Do What It Says. I need a better acronym than Yaftdadwis though.
