additional info
I have tried uninstalling + reinstalling the game, uninstalling certain mods, and verifying game files. No process has worked to this point. Ran game with no mods + no workshop, issue persists.

Please check your mods against this list:
Make sure to check the tab "Broken"

If you still get this problem after removing or replacing any bad ones, attach here the game's log file:
…\Steam\steamapps\common\CitiesSkylines\CitiesData\output_log.txt

AND the affected saved game. Thanks.

Not the name of the city :D , the actual city save game file!

OK, I loaded it again, and all is still fine. There were some complaints of land value being low, a few buildings went abandoned, but it is recovered to 125k so far and still growing.

I double checked your RAM usage from the log files, and it shows you're using over 12GB of extra RAM outside of the game:

Game RAM use: 6.68
System RAM use: 18.32
Game additional page: 6.11
System additional page: 12.51

That sounds like a lot of stuff running in the background. Maybe exit game, reboot computer and only run Steam and the game. Maybe it will clear up?

Sounds good, i will try right now. I must say, its a bit surprising given that I upgraded my ram just recently (16gb -> 32gb). Is there any chance its a mod issue?

I don't have any other advice. It seems to work for me.

Give this a shot. It's our last hope.

Also, at the start f the game, use TMPE to "clear Traffic" as it will clear all of the vehicles off the map and maybe reset them all and clear it up.
