Description​

if an ai character sends you a marriage request, a cooldown is applied to avoid spamming the player. in the previous patch, this also applied to marriages you as the player arranged with your own courtiers. the part where the cooldown is applied when you arrange a marriage yourself appears to be fixed, but if an ai character sends you a marriage request, it seems the cooldown is applied and you as the player can no longer right click and arrange marriage between your own courtiers until the year long cooldown times out

Steps to reproduce​

start a game in 1066 within the hre and, using console commands, move a relatively young unwed noblewoman to your court - the daughter or sister of a duke or count will do. give her some congenital traits like fecund and genius to make her a more attractive prospect and then allow the game to run until you receive a marriage request from an ai character. after youve either accepted or rejected the request, attempt to right click your character and arrange a marriage between your own courtiers
