Arsenal Of Democracy V1.11 error

I bought my orginal version of AOD from Direct2Drive a long time ago. V1.09
I recently downloaded V1.11 and unzipped it to a new folder. When I started the AODgame.exe it immediately gave me an error that it could not find an excel file. Of course it did not mention which excel file was missing. I am wondering if V1.11 is for Steam users only.

Can anyone help me with this?

Of course not. The fact that the patch is distributed outside of steam rather proves the opposite because steam updates automatically.
