Before i explain what it is meant to be, two words of introduction.

For some time i'm tracing other HoI 2 games, especially DH (but also IC), which i recently bought BTW. I had some clue of it's technical support, modding possibilities and documentation. But most importantly devs focus and openness on its development and improvement.
However, when i looked at it more deeply i was shocked, how much far superior it is compared to AoD.
I should probably hesitate to switch to DH, but honestly i wish to stay with AoD, which suits me better.

Apart from some hardcoded features from DH, that i miss in AoD, and excellent optimization i think, that the biggest issue is softcoded stuff, causing a lot of imbalances and unrealistic situations.

One can say, there are mods, but DH appears much better without mods than AoD. So we can go further - patch only engine related things, but does it make a sense ? It would not be a game anymore, just an engine.

So my proposal is to focus here on moddable aspect, to improve vanilla to the level, when the game is going to be polished enough for most players.

You'll probably ask me where the limit is.
There is no precise limit or level of improvements, but i see some goals, that can appoint it.

For obvious reason, i'm not able to set rules for improvements, so i may only suggest what kind of changes, i suppose would fit, for sensible patch.
And here are my goals:

1. Focus on improvements, that are possibly small in terms of disk size
2. Choose most important events, techs, leaders, etc. to be added in patch
3. Try to make things more close to historical. If necessary, compromise them with game balance requirements.
4. Find simplest solutions for specific problems, when it doesn't give additional negative consequences.

My firs step was to improve climatic and resource map.

View attachment province.zip

This includes many changes to climate, and some for resources, manpower, constructions.

I modified many more files like misc.txt, building_costs.txt, AI files, .inc files for 1936 GC, some tech files and other. But for now, i think that it's better to focus on this. Moreover they are probably not factually accurate as i mod them rather for myself.

Please share your ideas, what else should be improved in provinces.csv file.

Is the right checksum ZIQR on 1.08 for this?
May I ask why does Berlin and other German provinces have 110% infra when no other country has this?

very glad you brought this up.

- Kiel harbour position is wrong
- manpower distribution in China including the cliques is a bit weird (a lot of provinces with 0 manpower while there are some with a lot like 9 manpower). this causes often partisan activity which ai JAP is unable to handle (thats actually the biggest issue)
- there is a province north of moscow with zero infra
- a mini bit of rares (like 2) to greenland for its cyrolite mine http://en.wikipedia.org/wiki/History_of_Greenland_during_World_War_II
- USA needs more MP on the map (related to units: and/or commandos require too many MPs)
- Paris should be urban terrain
- Freiburg should be hills

- as for INFRA: ai does not enter provinces with less than 20 infra besieging an empty piece of desert for ages. this is maybe WAD sometimes, eg north of commie china, but often leads to weird results ingame.

- Paris should be urban terrain
While I agree on the other points, this one puzzles me. I think Paris should stay plains as there has been no urban fighting in it during WW2 (apart from some skirmishes with partisans in August 1944).

This, of course, if we want to stick to the above mentioned rule (which is mine, btw ;) ).

Titan, since when does terrain type depend on military actions?! i dont get this. i mean if paris isnt urban what should be urban then? - we can skip the whole terrain type.

Well, I've always considered urban provinces the only ones to be related (mostly) to the fact whether a battle took place there during WW2. If not so, we'd need to turn many more provinces to urban, which would cause some gaming imbalance IMHO.

If Paris should be made urban, then also Rome, Belgrade, Amsterdam, Brussels and [add a lot of big cities here] should, but this would make it more difficult e.g. for Germany to perform swift campaigns during 1939-1940, thus altering a currently balanced situation. In my mod I've also changed some provinces to urban, sure - but always keeping in mind the fact that there had been a battle there (like Breslau or Wien).

These are just my two cents, though! In case this would be changed in 1.09, I'd quickly edit the .csv files to suit my tastes ;) .

nah, Amsterdam has only 800000, if i read wiki right. Brussels isnt that huge either. but more than 2 million or sth like that could do. there shouldnt be that many in the AoD time frame.

oh, another thing is the incredible high IC of BRA and SPA sometimes. both are close to CAN, sometimes even more, me thinks.

I really can't tell You that, because i do many changes that affects checksum.
Infra is a kind of mistake. It was meant to represent motorways. IIRC nothern italian provinces got higher level of infra too. I shouldn't mod it, as this can be done with .inc files for every scenario.

@ bestmajor

I completely agree (maybe except Paris). I think, i made already some changes You pointed here like manpower in China, Hills in Freiburg and infra near Moscow.
Many thanks for suggestions though.

somthing which hasnt been mentioned but what i find very important is that ai never assigns commando leaders to anything than commando (i'm actually the one who is responsible for that :D ).
this is very cool for bigger nations like USA, GER, SOV.
but smaller nations like BRA, TUR, SAF etc. which already suffer from leader shortages have some commando leader which never enter the game (as those nations never build commando units).
so removing all commando traits from leaders of these nations will make them a bit better (and its even more accurate historically).
