(As designed) Age of Utopia: Cities that created with Ocean Settlers don't extend their borders (no progress on any tile)

Expected Result​

Tile expansion progress should be like with normal cities

Actual Result​

No tile expansion progress on any tile around.

Steps to reproduce​

1. Build a city with Ocean Settler and skip several turns
2. Check border expansion progress

This isn't a bug. It is working as intended. The deep water cities in the Age of Utopia have no influence and don't expand. You can purchase a tile with Exploration XP.
