I have started a game on hard difficulty, 6 players, land mass map type. NPC on moderate difficulty, NPC invasion on moderate difficulty. everything else is on standard. I picked assembly, hero has veteran, support vehicle, two random tech at the beginning of the game, and embezzlement.
my armies are built around my snipers, everything exist to keep my snipers alive for as long as possible. therefore, Promethean tech make sense. because there are a couple of upgrades in Promethean tech that helps out your snipers greatly. The main one is the explosive ammo, this mod gives your sniper 20% more damage and on top of that, every single shot now hit all enemies that are within 1 hex of your target for 50% of the damage. my snipers is now literally killing two units at once. the reason for the support vehicle is to have those repair drones to keep those snipers alive.
by using these combinations, i was able to take out the first hard AI by turn 17. i have two top tier landmark sites within my empire.
