Audio Sutter/Glitch when panning, zooming or sometimes randomly

Description​

I have been having an issue with CK3 for several years now and while I can generally ignore it when I play by myself it is a problem for streaming the game or when playing multiplayer. When zooming out, when moving around the map, or sometimes just randomly there is an audio static/crackle and the game music stammers/pops. I have been googling the issue whenever it crops up and there is no fix that has worked. However there is a lot of discussion of this issue online, just nobody has a conclusive solution. It becomes more acute when streaming with OBS. Very importantly is that I play basically every single Paradox game and this is the only one with an audio issue. Below is my computer details although I should highlight that if the problem is a system one then I do not understand why it has not occurred with any other Paradox title (including EU4, HoI4, Victoria 3, Stellaris).

Steps to reproduce​

Run OBS while playing CK3 or playing CK3 in multiplayer.
