Strange thing happening right now - I have a battle blazing to take Zaporozhye (Southern Russia near Ukraine). I am attacking from Poltava, Kirvoy Rog and Denopropetrovsk.

I am getting a -30.00 for forest? This entie area is plains... so I don't understand this attack penalty.

I'm also getting a -4.03 for supply? I control all the territory around and all the infrastructure has been repaired. I have garrisons from Poznan to this area, so zero partisian (all green) to this area.

I am in the process of increasing infratstructure in a single line of provinces so as I drive deeper into Russia I have better infrasturcture to support my armies.

The first issue is fixed in the patch. The second is probably WAD.
 
WAD = "Working As Designed", a geeky acronym that reflects creidtably upon you for not recognising! ;)
 
The reason why it's working as designed is that as long as the supply stores at your divisions aren't at 100%, they suffer a minor penalty.
