Maybe it's a hint to a Conquest of Paradise style random world generator, for a fantasy- or Civ- like game.

I can't think why else they would mention terrain, when it's a factor in every Paradox title.
 
Could still be something that starts pre-Victoria but includes the era.

Eh... Why should they make a new IP that covers the same timeline as Victoria...? That would be very contraproductive...

Include, not cover. There's a 15 year gap before it with EU4, and if I recall correctly, they're not happy with how EU4 does the American Revolutiony War and skims over Napoleon as a footnote. That gives tem at least half a century of pre-Victoria timeline to work with. And it would bridge between EU4 and HOI4 completely, with an official converter, so you can play from 867 to 1948, which is something they've always wanted to do. And I vaguely remember that they found the Victoria timeline too short to continue anyway, same with March of the Eagles. They -could- make a nice combo though.

You know what the thing is for me? Elections + technology + terrain SCREAM political revolution era + industrial revolution + Napoleontic wars and African colonization like nothing else to me.

,,, Unless it's really a space game with elections.

So? I've not argued for something that focuses on the Napoleontic era alone. New IP doesn't mean it can't include combinations of previous IP's. Fairly certain they don't want to do another MotE because of how short and unpopular it was. American revolution + MotE + Victoria = new IP.

Yes, I know it's a stretch, but Rome or a space game are an even bigger stretch when you consider elections, technology and terrain, imho.

Elections, technology and terrain fit very well to a space game... Why should it be a strech?

And really... I doupt there will be a new game between Victoria and EU which will include eras of both games. Maybe it's a... Italian City states simulator in the Renaissance? ;) Technology and Elections would fit. Terrain too ;)

Specifically elections. Most, if not all, space games seem to limit internal politics to "Congratulations, you are a [insert political system], have some bonus stats!" Gameplay-wise, elections have little to no impact in space strategy games. Terrain? Meh, mostly non-existent in space. Distance, sure, but terrain? Nah. Even planetary surface types are generally little more than a resource, with little impact on strategy. Technology, yeah, sure, that's an important part of space strategy, but that's about it.

Could be that Paradox intends to put a new spin on the genre, but I doubt it.

And really... I doupt there will be a new game between Victoria and EU which will include eras of both games. Maybe it's a... Italian City states simulator in the Renaissance? ;) Technology and Elections would fit. Terrain too ;)

Ehhh, for me, terrain-focus reeks of Napoleon's Peninsular War, his Russia campaign, his trips through the North-African deserts, as well as the terrain-dominated battles of the American revolutionary wars. Then if you've ever played Victoria 2, you'll notice that terrain is the primary hurdle in colonization and the scramble for Africa. Anyway, overlapping times in different games, they've done that before. And, well, we know the mechanics of EU4 are really, really bad at representing say ... the last 50 years of the game.

And they said it's something they've all wanted to do for a long time. A 'grand campaign' from the beginning of CK2 to the end of HOI4 is such a thing, but they need to fill the gap between EU4's 1821 and Victoria 2's 1837 / HOI4's 1936 for that. Adding something pre-Victorian to a Victoria game makes it not be a Victoria game anymore, in my book, and thus possibly a new IP.

That's just your opinion. Did you really think terrain should be unimportant in a space game? If you want a good space game terrain is important. You can't colonise every planet regardless of terrain. I don't think so. remember... this is Paradox. I can very well see them doing a space game with elections. Grand campaigns refers to being able to continue playing from one game to another through converting save games. Which is currently CK2=>EU4=>massive gap=>HOI4. This is something that was said they want to do.
