Australia garrisons

I just started a new game (the 1936 campaign) playing as Australia. The manpower situation is quite troublesome. Any ideas on this matter?
For instance, I have a lot of garrisons which are rather useless. I am considering disbanding these to get back manpower. But I wonder if there might be a later event in which these garrisons are converted to normal infantry divisions.
I would be grateful if someone could spread som light upon this.

Unless you're playing a mod, the divisions don't get converted. I would definitely disband the garrison formations, and focus MP on more useful units.

Yeh MP is always a pain when playing as Australia. I always disband them and maybe some of the more useless ships just to get enough MP to improve my army adequately.
