Why do the starting units need leaders assigned? Why not have the option to leave them open for assignment by the player like was the case in HOI2?

The automatic leader assignment lacks any logic (other than not putting leaders over their command limit). They do not appear to be historical (at least not for Germany), and the assignments are not very effective.

Who cares if starting units have leaders auto assigned? What difference does it make?
 
If you are at war it makes a big difference, because all your leaders will take a week to arrive and take command. The auto-assigned leaders at game start just mean at least all units have some leader in the first battles.

I see. I have only ever played 1936 scenarios, so the issue never occurred to me. It makes perfect sense now.

Right - in the 1936 scenario it can be slightly irritating, but you have time to completely reorganise (unless you are playing Ethiopia!) before war starts in earnest. Starting in September 1939, as Poland, with no leaders in place seriously sucks, though!
