Well ... I had the idea from the manual that if you have auto promote on then you dont lose the skill points when at midnight the computer checks to see if your generals have enough rank to control their attached units.

So playing the soviets if set up all my land units in groups of 4's so that all my top ranking generals were already in service and the rest had normal control of 1's or 3's but not enough for the 4's that they were currently grouped with.

I took the game off pause, let it run and day after day after day nothing at all happened and all the smaller leaders remained small and had their leadership remaining at 1's or 3's.

It even happened when I turned on auto assign, in case it was a glitch that it was all or nothing but still nought happened.

I dont want to lose all my 3 and 4 skill points just to give them enough rank to control the troops under them, not if the manual says I dont have to.
 
It's not a malfunction, or a technical issue. Many countries won't see any autopromotions until they build some units.

I'm not sure about the number of units required, (and kind of surprised it is not in the Wiki) but here's an example:

If the requirement is 50 divisions for a Field Marshall slot to open up, and you start with 2 Field Marshalls and 90 divisions- you are going to have to build 60 divisions before one of your Generals autopromotes to Field Marshall. Unless you have too many Generals, one of your Lt. Generals will move up a notch the next day. On the next day, one of your Major Generals will get promoted. That's an inaccurate example, but someone will come along and correct my numbers shortly.

Don't worry about it too much Fox, you are playing the Soviets and you start out a little top-heavy. When the Purge happens in 03/38, you'll lose the overstock and be pretty happy with the results.
