I have some planets I just consume and remove some blockers for pops and more districts but sector AI is building districts on ruined planets full of blockers and 0 habitability. It doesn't recognize its just there to be consumed.

(does AI Terravore consume worlds?)

And it seems canceling the build does not refund stockpile resources.
