Which focus am I supposed to do to unlock the Balance of Power mechanic? Its not showing up in the decisions although the tab does indicate certain decisions are available.
They are not in this place. Go to your main country screen (idk what it's called, one with leader portait), there you should have a new button. Click on it, and all decisions from BoP will show.

Not sure if this is an issue, or "working as designed", but in the 1936 start, Spain has a decent sized airforce, but has no air techs researched. With no air techs unlocked, they are unable to build any more planes except for Transport planes.

Is this an accident, or intentional? I know Spain wasn't on the cutting edge of most military technology, but being unable to even build interwar fighters seems harsh. Bug report and screen shot linked below:

Thanks for the info. Would have been nice if that was explained better. Now I have to kill my bug report as its not a bug and I don't want to waste anyone's time on it.

In an Dev Diray and the Vids were shown the Balance of Performance between the Nation Leader (like Mussolini, Roosevelt etc.) and the Parlaments (Italy, US-Senat etc.).
But in the 1.12.0 / 1.12.1-Version it don´t show up at the beginning and in the Fokusses, dosen´t matter you use Graphic-Mods or not.

Do I miss something or will it show up later after the first Minister is set?

It will show up after you do focus that enables Balance of Power (not Performance :) ). I think it's something like 3rd or 4th focus from political branch..

I am hoping that these fixes cover the bug affecting engineer companies defending forts. They have been in the game since launch and are good bellwethers on whether the dev team is either getting on top of the bug backlog or changing the UI so it reflects how the game actually works, not how it's intended to work.

I appreciate that the patch fixes many bugs, no doubt including some are particularly annoying for players with different playstyles from me. But for the past year every time I start a HoI4 game I never finish it because I realize my strategy has been based on something that doesn't work in the way that I was promised (in the UI, the dev diaries or the wiki). The game still has too many systems with great design but buggy implementations.
This comment is spot on. I am likewise a HOI4 player who is playing less and less everytime I have a cool idea for a strategy only to learn that either something doesn't do what it says it does or it doesn't do anything at all...

Just for some infamous examples...
  • Engineers not gaining entrenchment bonuses when defending forts or rivers (see comment above)
  • Air superiority advisor granting no bonus at all (Link)
  • Air superiority mission efficiency air doctine doesn't do anyting over neutral territory; for instance sea zones (Link). Considering these bonuses are often decisive in which air doctrine you pick, this is probelematic
  • Spirit of Naval command adding a "Screening bonus when using only capital ships: +20%"... despite the fact that with only capitals your screen ratio will neccessarily be 0... 20% of 0. (If this works differently than I understand it, such as applying a 20% flat screening ratio without any screens please let me know)
  • "You do not take losses when a plane is shot down" (Link)
  • All sortie times occur on the GMT clock... this means most of the mediteranean only gets one sortie (of three) during the day making carriers significantly worse here
I love this game, but bugs and badly designed modifiers like the above are very demoralising, they just make one worry his decisions are pointless because they have the appearance of working, whilst they do not do anything.

This is the number of hours in which only carriers and their planes get to take part in a naval combat after this capitals get 2 hours and then screens are allowed to engage.

In line with my above fears, I have to ask, does this extended window for alpha striking on the part of carriers actually correspond to a round of attacking? Carrier alpha window could be 4 hours, but if they only sortie 0/1 times within that time frame does it actually help? Also, should it be understood that though capitals get '2 hours' they technically are only shooting half as early as before (because I believe they shoot on a 4 hour cycle, so the follow up shot will be 2 hours later than it was pre-patch too?)

With new DLC purchased and installed, German national focus options that are supposed to speed up air tech research still reference the old tech lines (example: tactical air effort still say research speed bonus to tac/cas). Have not checked other nations, imagine it is similar. I'm not a modder, but a quick look at the game national focus txt files make it look like they reference the wrong techs as well.

EDIT: Noticing this incorrect reference in other places as well, all aircraft designers (EXCEPT for Hinkel?? weird) reference old airframe techs.

Also, the Air Force should be able to deploy as it has in the past.
Every 10/100 aircraft is not a historical deployment.
I am also not convinced that the number of carrier-borne aircraft can only be changed by 10 aircraft each.
This puts pressure on the sufficiency of countries that initially set up their aircraft in a manner that is not every hundred aircraft.
I 100% agree with this. I really hope, but doubt, that it will be reverted.

I'm getting the Il Duce missions and the War in Ethiopia sections but nothing about the Balance of Power or any of its associated decisions.

For once I am not running any mods at all - not even simple graphic ones.

I filed a bug report since people are more excited about airplane models [it is a cute Meteor]
And.... not a bug - the controls for the BoP feature are on the politics page!
