Does anyone know how the game calculates the Average DPS of various weapons?

I attempted it with the small energy siphon component:

7-12 damage range
9.5 average damage per hit
4.35 second cooldown
Damage/Sec = 9.5/4.35 = 2.18

The average damage of the energy siphon is reported by the game as 1.63

Is there something I'm missing?
 
The game factors the weapon component's accuracy into the DPS calculation. However, it will not factor in any evasion that a target has, since that would vary with the target. DPS shown should be interpreted as expected average DPS against a target with 0% evasion.
 
Okay, thank you, now the math makes a lot more sense.

2.18 * 0.75 = 1.635

Should be easier to just choose what I want the avg DPS to be, and then solve for min/max damage, instead of guess and check.
