Looks like the poster's yugoslav wars mod. They are probably able to make so many tiny provinces by concentrating the entire map's worth of provinces into the yugoslavia AO.
Thanks! We will try to have a Division/Brigade/Regiment unit system instead of Corp/Division/Brigade, in the next big updates. The Mod will benefit strongly from a combined HoI3 and mod 34 inspiration

Lol, never seen that one before. Very strange how this happened ? Does game mechanics have something like that, or this is just random ?
Very low positioning can cause a ship to target a friendly ship rather than a hostile. Plenty of screenshots in this thread with friendly fire examples.
