Will the badboy Value go down if you keep peace for some years? How long does it take?

Seem to me that it decreases with 1 for each 10 years.
Do ot know if it matters wether you are at war or not.

And AFAIK it will go down by 1 point in 4 (or was it 5?)years in 1.08, which should be available tomorrow...
